Polk-Quincy Viaduct City of Topeka Utility Relocation Projects

In conjunction with the I-70 Polk-Quincy Viaduct improvement project, the City of Topeka is undertaking its own utility replacement project.

Project Overview

The Utility Relocation Project consists of necessary sanitary sewer, storm sewer and water utility relocations to resolve conflicts with the planned KDOT Polk Quincy Viaduct (West Project) Project No. 70-89 KA-1266-04. Crews will remove and replace or relocate 12,600 square yards of pavement, 7,035 feet of sanitary sewer, 2,644 feet of storm sewer, and 6,009 feet of water line.

Water Line "A" - W 1st Avenue

Project Schedule

  • Construction start: November 2023
  • Construction Completion Date: January 2024

Major Traffic Impacts

  • Roadways that were previously closed during this project were reopened in early January.
Project 3 consists of necessary storm sewer relocations. The project includes 1,090 square yards of pavement removal and replacement, 63 feet of 12” storm sewer gravity main, 28 feet of 15” storm sewer gravity main, 33 feet of 24” storm sewer gravity main and 503 feet of 10’ x 8’ storm sewer gravity main.

Project 3 Improvements Exhibit

Detour Information

Effective Date: March 13, 2024

  • Utility work in preparation for the Polk-Quincy Project, Project 3 – 1st Street closed west of SW Topeka Blvd. West bound 1st St detour is south on SW Topeka Blvd to SW 4th St; west on 4th St to SW Fillmore; then back north to 1st St. eat bound 1st St detour is south on SW Fillmore; east on SW 5th; North on SW Topeka Blvd to 1st Street.
  • Access on and off of I-70 at 1st St will be maintained during this project detour.
  • Duration: Started Wednesday March 13, 2024; closed for nine (9) months to December 2024.

Effective Date: June 10, 2024

  • A temporary on-ramp for westbound I-70 has been constructed for use next to the existing ramp. Traffic will be temporarily rerouted onto the temporary ramp to allow for the permanent on-ramp to close as construction on this project continues to the east. The temporary ramp is expected to be in use through mid-November.
Project 4 consists of necessary sanitary sewer relocations. The project includes approximately 920 feet of 36-inch sanitary sewer, 220 feet of 15-inch sanitary sewer, 400-feet of 12-inch sanitary sewer, 421-feet of 10-inch sanitary sewer, 152-feet of 8-inch sanitary sewer and incidentals including 1,000 square yards of pavement removal and replacement, bypass pumping, traffic control, and all other appurtenances required for a complete and operating system.

Detour Information

Effective Date: May 31, 2024

  • SW 2nd Street closed between SW Polk St. and SW Tyler Street through October 4th. No detour posted. The intersection of 2nd St. & Tyler St. has been reopened. There is also a closure to the east of the SW 2nd St. & SW Tyler St. intersection. The extra time will allow for the installation of brick pavement east of SW Tyler St.
Project 5 consists of necessary sanitary sewer, storm sewer, and water utility relocations. The project includes 3,988 square yards of pavement removal and replacement, 2,512 feet of sanitary sewer, 30 feet of storm sewer, and 3,561 feet of water line

Project 5 Improvements Exhibit

Detour Information

SW 2nd Street closed from SW Harrison St to SW Kansas Ave.

  • Access to all buildings will be from 3rd St
  • Detour for south bound SW Jackson: west on W 1st Ave to SW Topeka Blvd; south to SW 3rd St; then east to SW Jackson
  • Detour for North bound SW Jackson: west on SW 3rd St to SW Topeka Blvd; then north to W 1st Ave; then east to SW Jackson
  • This detour is expected to be in place through November 2024.

W 1st Ave Closure

  • A partial closure of W 1st Ave at S Kansas Ave bridge limits north- and southbound traffic through the area to vehicles under 26,000 GVW.
  • Eastbound 1st Ave traffic is detoured south on SW Topeka Blvd to SW 6th Ave, east SE Jefferson St, north to E 1st Ave.
  • Westbound 1st Ave is detoured south on SE Jefferson St. to SE 6th Ave, west to SW Topeka Blvd., north to W 1st Ave.
  • Additionally, a pedestrian detour will be marked, re-routing pedestrians from Kansas Ave east to Quincy St. between 1st Ave and 2nd St.
  • This detour is expected to be in place through October 2024.

S Kansas Ave Closure

  • S Kansas Ave will be fully closed between 1st & 3rd Streets. North bound Kansas Ave traffic will be detoured west on SE 6th Ave, North on Topeka Blvd, east NE Morse St.
  • South bound Kansas Ave traffic will be detoured west on NE Morse St, south on NW Topeka Blvd, east on SW 6th Ave.
  • These detours are expected to be in place through November 2024.

SE 2nd St. closed from SE Quincy St. to SE Monroe St.

  • This closure is expected to be in place through November.
Project 6 consists of necessary sanitary sewer, storm sewer, and water line relocations. The project includes 4 sanitary sewer 4’ diameter manholes, 1 sanitary sewer 5’ diameter manhole, 921 feet of 15” sanitary sewer gravity main, 40 feet of 15” storm sewer gravity main, 12 feet of 18” storm sewer gravity main, 526 feet of 24” storm sewer gravity main, 573 feet of 30” storm sewer gravity main, 12 feet of 36” storm sewer gravity main, 95 feet of 60” x 36” storm sewer gravity main, 981 feet of 72” storm sewer gravity main

  • Traffic exiting I-70 at SE 3rd St must turn east or west.
  • South bound SE Monroe traffic will be detoured west on SE 3rd St; south on SW Topeka Blvd; then east on SE 6th Ave
  • This detour is expected to be in place through November 2024.
Please note: east bound I-70 on-ramp at SE 4th St is closed
Project 7 consists of necessary sanitary sewer relocations. The project includes 1 manhole abandonment, 1 slide gate and structure conversion, 1 existing gate structure rehab, 326 feet of 27" CIPP rehabilitation, and 305 feet of 54" CIPP rehabilitation.
