Housing Rehabilitation Program

The City of Topeka’s Housing Services Division administers several housing rehabilitation programs for both single-family homes and multi-family (rental) homes for the benefit of low-income families. Our wide array of programs can help sustain and revitalize homes to provide decent and safe housing.

Programs Available

Property Maintenance Repair Program

The Property Maintenance Repair Program assists with repairs for low-income homeowners who need repairs to bring their homes up to code and make the home safe, livable, and healthy. All eligible households must have an active property maintenance violation and be on the deed of the property. More information

Emergency Home Repair

The Emergency Home Repair Program assists with repairs for low-income homeowners who need repairs to bring their homes up to code and make the home safe, livable, and healthy.

Immediate health and safety services may include:

  • Furnace Replacement
  • Sewer Line Collapse Repair
  • Water Heater Replacement
  • Roof Replacement (not repair)
  • Significant water line, waste line, or gas line leakage
  • Medically required and documented mechanical systems

You are eligible if:

  • Your home is within the Topeka city limits
  • Your home is a single-family detached home, your principle residence, and where you will continue to live after the improvements are made
  • You own and have resided in your home for at least 1 year
  • You have clear title on the property, and ownership is in my name
  • Your household income is 60% or less than the Topeka area median family income (MFI)
  • Your income is above 30% median family income, homeowner must supply the service call.
  • You have a government photo identification

Emergency Repair Income Limits

The Deferred Loan Program requires no monthly payments or interest on the loan. The loan does not have to be paid back unless the home is sold or transfer of ownership occurs within 5 years. After 5 years 100% of the loan will be forgiven

Accessibility Program (Barrier Removal)

If you have difficulty entering, leaving, or moving about your home due to a disability, our accessibility program can modify those areas of your home to make them easier to use. Eligible homeowners and renters can receive a one-time grant to assist with some home improvements.

Homeowner Services may include

  • One access to the home
  • Wheel chair ramp
  • Handrails
  • Door widening
  • Accessible showers, shower grab bars
  • Accessible sinks and faucet handles (bathroom only)
  • Elevated (ADA) toilets
  • Rental Services may include:
  • One access to the home
  • Wheel chair ramp

Your are eligible if

  • Your home is within the Topeka city limits
  • Your household income is 80% or less than the Topeka area median family income (MFI)
  • You or someone in your household is disabled. You must provide a medical request from a licensed physician.

Weatherization

The Weatherization Program is intended to help eligible homeowners make upgrades to their homes.
