Background
Georgia State University’s World Heritage Initiative approached the City of Topeka Planning Department for a serial nomination of Civil Rights landmarks to the United Nations . The Monroe School, a National Landmark because of the Brown V. Board of Education Civil Rights case, is one of the ten locations identified in the serial nomination. To meet the criteria for a serial nomination, the site must have adopted local protections.
A Zoning Overlay District will provide the necessary protections for the site to be eligible for the UNESCO nomination with other U.S. Civil Rights Locations.
