Crossroads Wesleyan Church has submitted a subdivision plat application (P20/03) and a site plan for construction of a church on two acres of land it owns at the northeast corner of SE 41st and California Avenue.   The City of Topeka is requiring the church to connect to the City sewer and water.  With the consent of the owner the City of Topeka is considering annexation of the 29 acre church property and is proposing to change the zoning of the 2.2 acre site of the church, identified on the subdivision plat as Lot 1, from RR-1 Residential Reserve District to R-1 Single Family Dwelling District.  The property abuts Topeka city limits on three sides and all city services are available to the property.  Churches are an allowed use under both the RR-1 and R-1 zoning classifications (A20/01 and Z20/01).
