Our Purpose

The City of Topeka Housing Services Division is the foundation for dynamic approaches in sustaining and revitalizing Topeka Neighborhoods. The Division creates and administers housing service programs and policies to support, strengthen, and sustain Topeka neighborhoods.

What We Provide to the City of Topeka

The City of Topeka Housing Services Division partners with the U.S. Department of Housing and Urban Development (HUD) to administer and help operate a wide variety of grant programs for housing and neighborhood needs. Many of these programs include emergency home repair and home accessibility needs , neighborhood revitalization through target areas , first home buyer program / TOTO program, permanent supportive housing through Shelter Plus Care and other Social Service Opportunities.

In order to receive the funding for the programs the Housing Services Division administers, the City of Topeka is required to submit a Consolidated Action Plan to the U.S. Department of Housing and Urban Development. The Consolidated Plan is used to develop a comprehensive strategy that addresses the City’s housing and community development needs over a five-year period; Then establishes the priorities for spending the federal funds the City expects to receive annual from HUD.
