Richard is a life-long Topekan, and graduated from Topeka West High School. Richard graduated magna cum laude from Washburn University of Topeka with a Bachelor of Arts degree in political science (departmental honors); received a Juris Doctor [J.D.] degree from Washburn University of Topeka; and a Master of Laws degree [LL.M. (taxation)] from the University of Missouri–Kansas City.
Richard is an attorney in private practice in the areas of estate planning, estate and trust administration, business organizations and elder law.
In April 2005, Richard was first elected to the Topeka City Council (District 9). He was re-elected in April 2009 and in April 2013. Richard was elected by his peers to serve as Deputy Mayor in 2009, and as a voting member of the Joint Economic Development Organization. Richard has served as a member and Chair of the City Council’s Policy and Finance committee, the City Council’s Transient Guest Tax committee, and has served as a member of the City Council’s Public Health and Safety committee.
Richard is actively involved in the Topeka community through membership in Topeka South Rotary Club and service on the Board of Trustees of the Congregational Home (Brewster Place) Foundation. He is a past Board member of the Jayhawk State Theatre of Kansas, the Topeka Arts Council, the Shawnee County Division of the American Heart Association, the Washburn Alumni Association and the Catholic Community Services Advisory Committee.
Richard is a 2002 graduate of Leadership Greater Topeka, and is a 2009 graduate of Leadership Kansas.
