Stormwater Utility: What is it?
In January 1, 1997, the City of Topeka began collecting fees for the Stormwater Utility.
Rates are based on the amount of hard surface or impervious area of a property. The billing procedures are also explained. Click here to

Based On Square Footage:
The monthly fee for the Stormwater Utility is based on the square footage of a hard surface area, or the area or surface of a property that does not allow water to soak into the ground. Hard surfaces include: roofs, driveways, parking lots, sidewalks and graveled areas.
Rates For Homeowners:
Customers who live in average sized homes will be billed $3.13 per month. The monthly charge is based on the number of days in each month, therefore the monthly fee will vary slightly. Customers whose property is within one of the three drainage districts saw a reduction in the monthly charge after July 1, 1997.
Rates For Other Properties:
Rates for businesses, institutions, tax-exempt properties, and government owned properties are based on the square feet of hard surface as determined by aerial photographs and direct measurements taken by City technicians. An appeals process is available through the Stormwater Utility for citizens who believe their bill is in error.
