The function, powers, actions and duties of the Topeka Board of Zoning Appeals are quasi-judicial and carry the power of law as provided for by the Comprehensive Zoning Regulations. Applications to this board are for exceptions and variances to the Comprehensive Zoning Regulations. An appeal to a decision by an administration official in the enforcement of the regulations can also be brought before this
board. This is a seven member board. Members are appointed by the Mayor with approval from City Council.
Topeka Landmarks Commission (Contacts | Schedule)
The function, powers, actions and duties of the Topeka Landmarks Commission are authorized by ordinance. With some exceptions, actions of the commission are recommendations only and subject to the approval of the city council. Applications to this commission are for local historic resources, landmark and district designations. This commission also helps in nominations for state and national register. This commission also completes environs reviews, administers Certificate of Appropriateness, helps to find funding for preservation and restoration activities, recommends incentives for preservation, proposes alternatives for structures scheduled for demolition and recommends legislation to council to encourage historic preservation. This is a nine member commission. Members are appointed by the Mayor with approval from City Council.
Topeka Planning Commission (Contacts | Schedule)
The function, powers and duties of the Topeka Planning Commission are as authorized by state law and by city ordinance. With some exceptions, actions of the Commission are recommendations only and subject to approval by the city council. This commission also helps guide the orderly growth and harmonious development of the Topeka metropolitan area. The commission shall also recommend appropriate legislative, administrative or budgetary actions necessary for the governing body to implement the comprehensive plan.
Applications to this commission are for amendments to the Comprehensive Zoning Regulations, conditional use permits, subdivision plats. The commission shall have jurisdiction over all planning, zoning and platting matters which arise within the corporate boundaries of the City of Topeka and shall also have jurisdiction over all planning, zoning and platting matters which arise within three (3) miles of the city's corporate boundaries. This is a nine member commission. Members are appointed by the Mayor with approval from City Council.
Metropolitan Topeka Planning Organization (MTPO) Policy Board (Contacts)
The function of the MTPO Policy Board is a collaborative process that involves many stakeholders who are charged with the responsibility of making sound transportation decisions based on agreed upon priorities that are consistent with community values and desires. The resulting plans and programs should consider all surface transportation modes and support the development and operation of an integrated, multimodal transportation system that facilitates the efficient and economic movement of people and goods. This board consists of local elected officials, officials of agencies that administer or operate major modes or systems of transportation and appropriate state officials.
Metropolitan Topeka Planning Organization (MTPO) Technical Advisory Committee (TAC) (Contacts)
The function of the MTPO Technical Advisory Committee is to: provide analysis; foster discussions of transportation planning issues; guide and assist the MTPO staff with drafting MTPO documents; formulate and offer recommendations concerning transportation policies to the MTPO Policy Board; offer recommendations concerning project selections to the MTPO Policy Board and perform other transportation planning related duties as assigned by the MTPO Policy Board. This board consists of professional positions named for membership or their designees as listed in the by-laws of the MTPO Technical Advisory Committee.
