The Land Use and Growth Management Plan (LUGMP) – 2040 is a project the Planning Department is undertaking to update the Land Use and Growth Management Plan - 2025. The LUGMP includes policies for growth management, land use, and annexation.
The update will build upon the work and recommendations from the 2012 EPA Technical Assistance for Sustainable Communities workshop. During this workshop, the public was invited to offer ideas which could help Topeka improve its economic and fiscal health through land use/growth management practices. One of the key recommendations from the workshop was to update the City’s Comprehensive Plan to incorporate land development and infrastructure policies that align with the City’s economic and fiscal health goals.
Next, the Planning Department worked with the Technical Advisory Team throughout the spring and summer of 2014. The Technical Advisory Team worked with Planning Staff to form the major concepts of the update.
The Planning Commission unanimously approved the Land Use and Growth Management Plan 2040 on October 20, 2014. In addition, drafts of the revisions to the Subdivision and Utility Regulations that implement recommendations within the Plan are linked above. The Topeka Planning Commission held a public hearing on the Subdivision Regulations revisions at their meeting on February 16, 2015. The Topeka City Council is scheduled to review the Plan, along with the Subdivision and Utility Regulation revisions, at their March 10, 2015 meeting. The meeting will be held in the City Council Chambers, 2014 E. 8th Street, 2nd Floor of the Municipal Building.
