The Land Use and Growth Management Plan (LUGMP) – 2040 is a project the Planning Department is undertaking to update the Land Use and Growth Management Plan - 2025. The LUGMP includes policies for growth management, land use, and annexation.

The update will build upon the work and recommendations from the 2012 EPA Technical Assistance for Sustainable Communities workshop. During this workshop, the public was invited to offer ideas which could help Topeka improve its economic and fiscal health through land use/growth management practices. One of the key recommendations from the workshop was to update the City’s Comprehensive Plan to incorporate land development and infrastructure policies that align with the City’s economic and fiscal health goals.

Next, the Planning Department worked with the Technical Advisory Team throughout the spring and summer of 2014. The Technical Advisory Team worked with Planning Staff to form the major concepts of the update.

Three community information sessions were held during September in the next phase of the update. These information sessions allowed the public to provide input on proposed changes that address deficiencies in the current plan. We also shared development and growth trends of the city and community, and reviewed existing growth management plan policies.

The Land Use and Growth Management Plan 2040 draft is available for review under Documents below. Public comments can be provided to the Planning Commission the night of the hearing or in advance to Dan Warner at or 785-368-3728.

Public Hearing
The Topeka Planning Commission will consider the Plan at a public hearing on October 20, 2014.  The meeting will start at 6:00pm and will be held at 214 E. 8th Street, City Council Chambers, 2nd floor.
