The Topeka Planning Department is a full service city planning organization serving both the citizens of the City of Topeka and the 3-mile area surrounding the city.
Services include:
- Evaluating and processing land development applications, including rezonings, conditional use permits, street vacations, planned unit developments, and subdivision plats;
- Neighborhood planning, including working with the Neighborhood Improvement Associations on the development of neighborhood plans;
- Transportation planning, including serving as the Metropolitan Planning Organization for the region, which reviews all federally funded transportation projects;
- Comprehensive land use planning, including development of the 2025 Land Use and Growth Management Plan, historic preservation planning, and park planning;
- Administering the land development regulations, including, the zoning, subdivision, sign, landscape, and site plan regulations;
- Administer economic incentive programs: the Neighborhood Revitalization Program (tax rebates for selected areas of the City) and the Façade Improvement Program (matching grants for the downtown area);
- Enforcement of the zoning and sign regulations; and Annexation studies.
