Facilities Operations | Express Center
The City Express Payment Center, located at the Cyrus K. Holliday Building, 620 S.E. Madison St., processes water bill payments, parking tickets, parking permits, and garage parking payments. Hours: 8:00am to 5:00pm Monday - Friday
In addition the City of Topeka has three drop boxes for payments:
- Cyrus K. Holliday Building, 620 SE Madison St (main entrance)
- Downtown Post Office - 424 S Kansas Ave
- City Hall parking lot entrance - 215 SE 7th St
