The City Express Payment Center, located at the Cyrus K. Holliday Building, 620 S.E. Madison Ave., processes water bill payments, parking tickets, parking permits, and garage parking payments. Hours: 8:00am to 5:00pm Monday - Friday

In addition the city of Topeka has three drop boxes for payments:

Cyrus K. Holliday Building, 620 SE Madison
Downtown Post Office - 424 S Kansas Ave
City Hall, 215 SE 7th
