What is the permit fee to file for a building permit or to submit plans to the Permit Office?

There is no fee when the plan is submitted. The building permit fee for residential is paid at the time of issuance. The commercial building permit fee and plan review fee are paid at the time of issuance of the permit.

Who do I contact to file a complaint on work being done without a permit?

You may contact the Field Service Office at 785-368-3905, Monday through Friday, 8:00 am to 5:00 pm. You will be requested to give the address of the property in question.

Do Development Services Inspectors offer off-hour inspections? Is there a fee?

Yes, after hours and weekend inspections may be available depending on the inspector availability. The charge is $100.00 for inspections within the city limits. The charge is $125.00 for inspections within the Municipal Services Boundary. Holiday and/or weekend inspections within the city limits are $200.00. Holiday and/or weekend inspections within the Municipal Services Boundary are $250.00.

Note: A request for after hours, weekend and/or holiday inspections will require authorization by the Field Services Manager, Dave Lundry, with as much notice as possible to insure an inspector is available.

Can we request a specified timed inspection, same day inspection or after 4:00 pm (Monday through Friday) inspection?

Yes, there is an extra charge for these type of inspections. A specified timed inspection is $50.00; same day inspection is $50.00; after hours inspection is $50.00. If a contractor requests a same day, timed inspection or after hours inspection that fee would be $100.00.

Who can explain/define a special inspection request and when one is required?

What department do I contact to become a licensed contractor in the City of Topeka?

You will contact the Development Services Division telephone 785-368-3905 located at 620 SE Madison St., 3rd Floor. To obtain a Contractor’s license, complete an application and provide proof of your designated master and proof of insurance. An original certificate of insurance with minimum of $300,000 general liability, bodily injury, property damage, product completion and workman’s comp.

An original certificate of insurance is $500,000 minimum for a Mobile Home Contractor. A current certificate of insurance is required to be on file with the City as long as you wish to work within the city limits or within the Municipal Services Boundary as a licensed contractor.

Note: In the lower left corner of this certificate of insurance the following information must be listed: Development Services, 620 SE Madison St., 3rd Floor, Topeka, Kansas 66607.

A Thompson and Prometric tested master is required in order to obtain a contractor license. This master mush show proof of the following information: Thompson and Prometric test score of minimum of 75%, location of test and test date. This information must be attached to a completed contractor application. Exam fee for master and journeyman license is $50.00.

Exception to this rule: a contractor may hire a master that has a current City of Topeka license as long as this master is not a designated master for another contractor.

A Thompson and Prometric tested journeyman is required to show proof of Thompson and Prometric test score of a minimum of 75%, location of test and test date. This information must be attached to a completed application for a journeyman license. Journeyman license fee is $53.00.

Apprentice license registrations are required. The master of the shop must sign for each applicant. The apprentice license fee is $33.00.

Note: WORK RATIOS – Electrical: one to one. Plumbing: one to one. Mechanical: two to one. Mobile Home: three to one.

How do we obtain a Trade Permit? (Plumbing, Electrical, Mechanical)

A trade contractor must call in for all permits before starting a job. Call 785-368-3905 opt #3 between the hours of 8:00 am to 4:00 pm and request to speak to “Scheduling” to obtain a permit and a next day inspection may be scheduled. Remember to call in for all inspections periodically, including a final inspection. For your convenience you may fax in your request for a permit and inspection by faxing to 785-368-3915 before 3:30 pm for a next day inspection. If the fax is received after 3:30 pm the inspection will not be scheduled for the next day, it will be scheduled for the following day.

A trade permit is required for work done within the City of Topeka, Kansas and the Municipal Services Boundary. If the project required a building permit, then no trade permit fees will be applied to the needed trade permits to complete the project.

If a building permit is not required for the project, then the following fees will apply:
- for residential work the permit fee will be $53.00 for each trade permit within the City Limits
- for commercial work the permit fee will be $103.00 for each trade permit within the City Limits
- for residential work the permit fee will be $65.50 for each trade permit within the Municipal Services Boundary
- for commercial work the permit fee will be $125.75 for each trade permit within the Municipal Services Boundary.

Where do I get a Certificate of Completion and Occupancy for my commercial space or building?

Where do I submit revisions to my building permit application?

You may submit your revisions to 620 SE Madison St., 3rd Floor, at the Permit Office or you may fax the information to 785-368-1650.

What is the maximum height of a fence to be installed on my residential property?

The maximum height in the front yard is 4’, this is the area between the front property line and the front face of the residence. The maximum height in the side or rear yard is 8’ which is the area between the front face of the home to the back property line.

Can we place fences in drainage easement areas?
The City of Topeka has adopted a policy that no fence can be placed in a drainage easement or drainage area, that would prohibit the drainage of water runoff from rain or drainage areas.
