Elaine Schwartz retired in 2013 after being the Executive Director of the Kansas Public Health Association for eight years. KPHA represents members of health professions, public health agency staff, academic staff, private businesses and corporations interested in promoting health. She worked at the Kansas Department on Aging from 2000-2004 as Director of Information and Community Resources. She was a Governor’s appointment on the Kansas Council on Developmental Disabilities.
From 1995 to 2000 she worked at the state’s Medicaid Agency, SRS, as Administrator of Community Residential Programs managing Mental Health services for older adults; and before that as Adult Services Director, supervising Medicaid long term care.
For eight years, from 1986 to 1994, Elaine served in the Kansas Legislature in the House of Representatives, representing Osage and Lyon counties. During her tenure in the legislature, she was a licensed insurance agent for Banker’s Life, and Vice President of Heartland Health Systems, managing staff and administering the company’s operation of Sales and Marketing. Elaine began her career and was, for 14 years, an Adult Care Home Administrator of two facilities: Brookside Manor of Overbrook and Rolling Hills Health Center in Topeka.
Elaine is married to Dr. Howard Schwartz, former Kansas Judicial Administrator. They have 4 children and 10 grandchildren.
