The City Council adopted the Balance Scorecard management system in preparing and adopted the 2013 Annual Budget. This management system translates strategy into tangible objectives and measures.

Program Categories:
  • Customer Service and Needs (serve the customer)
  • Financial/Regulatory Perspective (manage resources)
  • Internal Business Process (run the business)
  • Learning and Growth (develop employees)

Departments identified services into “programs” that were directly related to one of the goals/focus area, category and performance measures.
